Bug, missing enchantment scroll on level 8

Before you say anything, no I'm not missing the one in the council library marked with an X instead of a blue dot, I just got that one. There are no blue dots left on the map yet it's still showing up as 7/8 found (see first screenshot taken from my game) meaning I have 97% level completion. I've gone to every place on the map where the scrolls are supposed to be just to double check (see second screenshot, taken from tower-of-time.fandom.com).

Has anyone else encountered this, and if so do you know a way to fix it?
