There is no end game content so there is no 'later gear that you will keep longer'. Don`t waste forges on temporary items, but don`t stash them forever also.
The real thing you should do is raise the game difficulty (unless you are on epic). If this brings you troubles with in combat then use forges. If you are already on epic then play further and use them before boss battles as those are usualy much harder.
the number of gears in the game is limited, and most of them are orange or purple which can not be forged, so its pretty hard to collect enough available blue V gear.
there are about 2 forges at 11 character each, i guess save 10 forges could be enough
The only way to have a purple equipment with 3+ (max 5) sockets is by forging.
ie. find a green class V item with an enchantment you want and 3 sockets, take it to forge, save game, forge it, does it have an enchantment you want? Good. No? Reload. This way you get a blue item with both enchants to your liking and 4 sockets, take it to another forge again and get a purple item with 5 sockets. It will be better than most uniques.
