How do you get foresight power?

I have the Sliver of the Eye, but I don't see foresight in my wheel menu.

How do I get foresight?

Have you just started the game? You don't get to use powers til you've rescued Daud in the first mission. Since your powers come through him, and he's been kept under tight control.
