What happens when you sign Teresia's petition?

I want to support her, but I don't know what the consequences of putting a wanted criminals name in that book would do.

Not much that I know of. There might be a conversation bit but I cannot recall that there is any particular notable thing. Unlike with signing the guest book at Lady Boyle's party, which triggers a letter being sent to Burrows later. There may be something similar, I just cannot recall anything in particular.

Nothing in-game, except the satisfaction of having signed it.

You can also win the auction with Teresia's face, which does nothing as far as you know, but in theory helps her getting her estate back.

In dishonored 1 signing the guest list actually does something (though it's minor).

In the next level you can find a note in the lord regent's office from a guard telling him that Corvo's name was in the ledger

I feel like this DLC was a little sloppy with "Choice repurcussions" compared to the last two.
