Yeah, I agree with everything you said in the thread. Gameplay-wise I think Arkane did a good job iterating the series a little bit but the story was murder. Like you said, too many cutscenes and too many notes to dress up what is a very basic silhouette of the original game's plot. Right at the end of Death of the Outsider it felt more like the storytelling capacity of imm sims was coming to an apocalyptic end - with having to stand around listening to the audio logs - and then being able to easily sprint past the spoiler-guys, before having an unnecessary conversation complete with dialogues that made literally no difference. The ending barely made sense either, as has been the case in Arkane games since after DH 2.
Other than that, the biggest faux pas of DO was repeating the city level of mission 2 in mission 3, and then making mission 4 a redecoration of the Royal Conservatory level. Guys... If you need to fluff up your DLC to make it feature-length, then at least price it like a regular DLC and not at the same price as the previous game which is twice as long with hardly any repetition.
Spoilers ahead:
As someone that disliked the timeline change in D2, because you basically ran away from the present just to reach a more convenient alternate timeline where Billie gets her arms back felt not only cheap but also ended up being very unsatisfying and inconclusive overall. I was never invested in this new happy Billie in the first place, I wanted to know what would have happened with the old and badass Billie.
This game finally tackled these problems head on, basically facing the reality that this alternate timeline was never "true" or even a good idea in the first place, so you effectively roll back to the original timeline, become the old Billie again and finallly start truly fixing things instead of running away.
Finally meeting Daud again and getting proper closure for what had started with the original DLCS also made me happy.
Considering it all, Death of the Outsider was a gem that both managed to fix weakspots left by previous games and also tie everything together into a solid conclusion for the whole saga.
Really not mad if this is the last game from the series.
