imo, DOTO was better than Knife of Dunwall, but worse than Brigmore Witches.
I think that's probably the case. No one has ever raved about the stories of any of the games, but many are in love with the Victorian steampunk setting and the lore concerning whales, the Outsider and the Void.
Yeah that is strange hiring a fan to help write two major characters in a AAA game, even a DLC/standalone. However, we don't really know how much input she actually had in crafting the Daud and Billie arcs. AFAIK she had no professional creative writing experience before DotO, but I admit I don't know much about her.
My only problem with DotO is how Daud changed. At the end of the KoD/BW he took responsibility for his past actions, rescued the heiress to the Empire and was going to retire. However, in DotO, we learn that he "never stopped killing" and now blames the Outsider for his problems. Sure, inheriting supernatural abilities enabled Daud to do what he did, but HE chose to use his magic to become an amoral assassin instead of a hero of some type.
I suspect we'll find out why Daud changed from KoD/BW to DotO in the upcoming novel. However, this makes me think the book should have been released before the game. By the way, this practice of using other media (books, comics, etc.) to flesh out or add to the stories of video games irritates me about the modern gaming industry.
Also noting that DII had features planned for a Kirin Jindosh "good" ending that did not include killing or emptying his brain, but this was cut out due to costs.. I consider that Death of the Outsider expanded on cutting out content cause it felt so very short.
