The Outsider served as a conduit to the void, with him gone it could start bleeding in the world even more. It might very well drive Emily to Granny Rags level craziness now that he's gone.
Or it vanished. I guess we'll never know.
LOL that would be funny if Emily became the new Granny Rags.
I hate myself for even putting that out there, but let's face it, most people that come into contact with the void go mad. While I doubt Emily would, as she's got a strong will, anything could happen
I personally think that the Void will begin creeping into the World more, as one of the journals seems to hint it wants to. ("want" being a liberal term, it might or might not be sentient enough to 'want' in the way we know the word.) Meaning, magic will probably be *easier* to come by, and more fluid for those who already know how to use it.
Whether the Marked people might change, we don't know - it isn't necessarily just Emily though, because he does tell Daud that (at the time 15 years ago) there were 8. At the time of D2, it is potentially down to 4, so there might be others besides Emily that may be directly affected. I don't think they'll LOSE their magic, but they might not be able to control it as well?

We also know that the heart in D2 makes a comment about the void saying only a few people had visited, 3 were empresses (Playing as corvo changes that to 2) so I've always assumed at least one bore the mark, maybe more but it's fuzzy on if that counts jessamine in that list due to the heart.
I tend to agree that their powers are more unstable, or wild. Several times in the series we heard of the hunger that the void exhibits, and now that the Outsider is gone, who knows what it's likely to do.
Also on a side note, I wouldn't be shocked if Corvo didn't re-gain his powers via Emily, we know that both Daud and Deliliah could share their gifts with those loyal to them, and there's no one more loyal to Emily than Corvo.
I guess it all depends on Arkane - whether it makes another Dishonored 3 or continues the story in books or comics.
As far as Corvo and Emily are concerned, I'd like for their stories to be finished in future games. Corvo is 54 (he needs some rest) and Emily should be busy running her empire. But I'm not against either of them being featured in a book.
I'm pretty sure this was the end to the Corvo/Emily Daud/Billie chapter, and future games will be a new set of people.
We know the basics of Corvo's ending from the low chaos ending in D1, which also gives us a picture of Emily in old age.
Whatever person we end up playing next, I think the most we'll see of Emily is in newspapers or books. She'll be really old, or long dead. Or maybe not even born yet, if they go back in time.
And yeah Smith has said that this is the end of the Corvo era story. I would personally prefer to go back in time to prior eras, rather than into the future.
That still leaves us with one unknown empress in the past who bore the mark
If the heart is talking about marked visitors to the void she wouldn't count. Her "visit" if you can call it that was a small part of her, trapped after her death.
