How many missions?
Still thinking about buying it, but I want to know if there are 9 missions like the previous games or less.

Of course less, the price tag kinda gives it away. However the missions seem decently long so far (haven't finished it, taking my time), the price is right IMO.

I wouldn't really call them missions, more like areas. Each area has a collection of mission within it. I actually dig this layout since it allows the devs to cram as much detail as possible into these instances. You really feel it when you play the game and it's as if Serkonos is a living, breathing city.

I feel like they've outdone themselves with this one. I'm only on the second area though with 5 hrs playtime and I have 5 missions within that area left. So I'll be exploring happily :)

5 Chapters, that contain 1-3 (atleast) contracts, which are optional. The areas are pretty big and there is a lot to see and explore.

Overall: if you liked Dishonored 2, buy this. Death of the Outsider expands the story of Dishonored 2. You get to see what happened after D2 went down and explore the story of the Outsider. The ending alone is worth the 30€ price tag.
