WTF the first safe?

There's a chalkboard nearby but no matter what kind of combination of numbers I put in, it just doesn't unlock. I tried every possible combination. Looking around, I can't find any notes that provide the answer.

They are provided, check who owns the aparntment by reading the book on the table, then find a note by that person in the citryan baths. it was easy.

If you're talking about the rat plague recipe note, I have that and tried it and it didn't work. I'll check the baths and see if I can find something.

Turns out the "For Luck" note in the baths didn't actually have the code but seeing as I've spent the last 20 minutes on this safe, I'm going to just continue playing and enjoying the game. I have no answer for you.

All safe locks can easily be opened by spamming the numbers while moving your camera left/right fast. Usually I have them unlocked under 2 minutes.

The first code is always 451.

Better than my solution. I simply tried all the combinations. There's only four spaces so it didn't take that long.
