One through the guard and the other is a one way door which you can open from the inside only.
From that second door jump down, look up at that room and blink behind up, so you are behind the door but outside the room
You should be able to shoot the button that opens the door with a hagpearl from the window
eh.
Once inside, getting around the electrified floor can be tricky, but it requires judicious use of air vents and placing teleport markers. Getting down the hall and getting into the sealed guard booth at the far side both require this trick, but it IS possible. Remember: you can teleport through glass, even though you can't place a marker through glass. It's just a matter of getting your ghost-self to the other side to place it.
