All powers from the start on.

Wait, this means we can t upgrade powers ?. I mean sure runes would be stupid in this context, but simply give us all powers from the go sounds boring.

Where was the artifact gathering for abilities confirmed? All I've seen is that each relic grants Billie the use of a special power. Nothing about actually collecting them during missions. (Aside from the knife.)

Does she not start the game with the eye or arm?

I think the Eye and the Arm, which I believe give Displace and Foresight, are your starting powers, similar to Blink and Void Gaze from Dishonored 2's DLC. The rest (Semblance, Void Strike, any others they have not shown).

"In Death of the Outsider, Billie’s powers are unlocked as she acquires various artifacts that are tied to the Void. Billie can also find Bonecharms scattered throughout the world in order to upgrade her powers."

That ALSO confirms how you upgrade powers. Bone Charms are now apparently used to upgrade your powers. I'm thinking this is a choice mechanic where you can either choose to you use the bone charm you found as a passive upgrade, like previous games, or use it to upgrade one of your powers.

I think we will just have to wait for this answer. I hope there is one, it would make a huge difference for me.
