Hm, I don't see how he messes with people's life. In my endings he actually helped to clean up the mess other people created. He can be blamed for bad deeds of his Chosen, but he doesn't tell them what to do, they choose for themselves to be good or bad.
The Outsider never swore allegiance to Daud or Corvo. He simply gives powers to the persons that are interesting. These persons are free to do whatever they please, and they are responsible for the outcomes of their actions.
