It's not really a Frontier game anymore, they laid the foundations back in 2013 for sure but if Microsoft/Asobo haven't improved on the depth with the Ultimate Animal Collection then that's really on them. They have the engine, Microsoft paid Frontier £519K for 2 licenses (for this and Disneyland Adventures) about 2 years ago so they have everything they need to do whatever they want with the game.

Pretty sure that the Ultimate Animal Collection's development was also handled by Frontier back in 2017 and only strictly the Steam version's porting itself was given to these Asobo guys as Frontier is/was busy with Jurassic World Evolution, so yes, it is a Frontier game down to the bone.
Nats does have a point, Frontier are known for releasing games that are undercooked or lack depth. They just can't be blamed for anything specific to the Ultimate Animal Collection. ;)
There's a lot of animals that don't come out, like zebras, wolves, dogs.
