Of course, that's a "Watsonian" explanation. The Doylist explanation is that her being crippled is supposed to be a bit of a surprise (something you don't learn until after you've been time traveling for a bit, even if you meet Lara earlier; all you know before that is that she's sitting down), and having her in a wheelchair would be a dead giveaway.
That makes sense, it did take me a while to notice she didn't have legs on the first time I played and 12yrs old me was horrified when I noticed lol

I'm pretty sure she has a wheel chair. She probably sits in her room because what else can she do and is probably terrified of losing her limbs or something if she goes down stairs. xD

Wheels are clearly a thing seeing how things such as the dragon tank exists, but the people who can build TELEPORTATION MACHINES clearly aren't smart enough to come up with wheelchairs.
I'm sure the person who can build robots and teleportation and time machines could figure out a device to help a disabled relative if they wanted to.
