In terms of comparisons, there are a few steam reviews already commenting on that, and here are a lot more opinions on the matter that you may find useful. My personal opinion (as dev) is YES:

it is not necessarily a bug. The savegame file got corrupted and could not be read. Out of 40000 players I have been contacted by 3 other with similar issues over the last 20 months. I cannot with certainty say that it is my game or just random bad luck, but it certainly deserves the attribute 'rare'. I have certainly checked my code and there is nothing there that should result in this.
EDIT: I should clarify that I THINK the above case is what it is about. The review is not giving any more details. The game has been updated 220 times and apart from new functionality taking a post-fix sometimes, the main game has NO reproducible hiccups (bugs). Rare things that happen to 1/10000 people there are two that I am aware of. Nothing you can't remedy with either the occasional in-game backup function, or your own backups supported by the in-game debug feature.
