Old Port Warehouse cleaning issue

I don't seem to be able to clean the outside of the Old Port Warehouse balcony on the front of the house and it's driving me nuts!!

I had to buy scaffolding and use the hose just to the side of the balcony

Yeah had to do like the prev commenter said - buy a scaffold and hose as it's an "outside" part
