If you mean what we said on the stream, we stated that once you buy Farm DLC, the Architect Tool is supposed to work even on houses from the base game and other DLCs.

Adding architect tool to DLC which in reality doesn't have anything in common, is a really stupid way from developers... *clap* *clap* *clap*
Firstly, there are several games nowadays that allow you to build and decorate - Builder Simulator and Castle Flipper are already out, and I would not be surprised if there are others in the works. Animals, be they pets or farm, are a good way for House Flipper to differentiate itself from the competition, as it is something unlikely to be copied in building/decorating games.
Secondly, if the Architect tool and the empty plots were to be removed and sold separately, the DLC would have been smaller than the HGTV one, content-wise, and that's the cheapest of the paid ones. For most players, "the more content the better".
Thirdly, the Architect tool is a bit clunky, and building a house, or a large extension is time-consuming. A DLC with no other content would have felt grindy.
Finally, cars in the DLC are actually functional now - you can sit in them to travel between houses you own! So they are like extra gates. They deserve to have a garage built for them! If you are not into cars, nobody's stopping you from building barns for your animals instead. Or guest houses. That's why the Farm DLC plots are so large.
