Yep, such a maddening little bug, especially having it tied to an achievement.
EDIT (POTENTIAL Achievement Workaround July 25, 2024)-- This worked for me, as I just popped this achievement this evening. This is from my post from a Reddit conversation so the formatting might be messed up

Alright, no lie, I just got this achievement to pop this evening. Hopefully, you'll check this thread again. :)
I'll write out everything I did in order from the last sequence I tried while playing around with the save files to try and get this to work.
Hopefully, it will work for you too (and anyone else who finds this). If it does, please report back to confirm--if you don't mind--and let's see if we can help anyone else.
This might seem like a lot, but read it over once before starting. It's not nearly as bad as this long reply implies.
YMMV of course, I'll try and answer any questions if you have any. But, I'm hoping this is repeatable for you, and anyone else that is stuck with this mess at the moment.

1.) I started the game and created a brand new profile. I used the last slot, this became Profile 4--this will be important later. (A couple of Steam users back in January said that unlocking any Farmer's perks would cause this achievement to bug out. But more importantly, I didn't want to mess up my main game.)
2.) I played just enough to unlock the farm DLC and animals. (This meant doing 5 "mail" jobs and then completing the first Farm DLC mission from the map screen. I didn't unlock ANY perks for any skill, just in case.)
3.) Once available, I built the coop, bought three hens, NO rooster, and bought/filled one feed and water bowl. (I have no idea if the last two things matter, but they follow advice from other threads).
4.) I created some fields for a sunflower crop. Grow and harvest, some--I planted 3. (I found out that harvesting a crop (probably any farm-related product) creates a save file that we're going to need in a minute.)
5.) I opened the save profile found here: C:\Users\USER\AppData\LocalLow\Empyrean\House Flipper Game\Profiles\The profile number you created in Step 1--Profile 4 in this case.]
6.) Find and create your own backup of the PlayerProgress.dat file and open the original file.
7.) Find the line that says "harvestedAnimalProducts": 0, I changed that last "0" to "10". (I don't know if this matters at all. I was hoping that it would make the game think I'd "harvested" the 10 extra eggs to get to 20--no idea if it means anything.)
7.) Save and close that file. Then in that same profile, open the "Farm" folder, click on UserSaves, and then back up and open the file inventoryData.dat.
8.) Find the section for Items/ChickenEgg and in that section find the line that says "heldAmount": 10. Change that "10" to "20". Save and Close the file.
9.) Start the game and open your tablet. Check that your pantry shows that you now have exactly 20 eggs. Click on the egg's picture.
10.) Use the arrows to change the "1" to "20" and press the "Take Out" button. Place the eggs on the ground and collect them again--this shouldn't pop the achievement on its own. (I don't know if this matters, it might be important to the process if the game needs to register you with those 20 eggs in the game world and not just in the file.)
11.) Lastly, I bought a sheep, gave it food, made sure it had water available, slept two days, and then it was ready to shear for wool. (Any animal that produces something you can collect should work, I'd imagine.)
12.) Press the interact button and shear the sheep. Pick up the wool it drops.
As soon as I had picked that wool up, the achievement popped.
I hadn't been planning for step 12 to do anything. I was hoping that "harvesting" an animal product would give me more variables in the save game file to play with as I had run out of ideas after the egg inventory change didn't do anything on its own
But it looks like the game needs to register a legit harvest for an animal product and THEN it creates whatever it needs to track the 20 eggs in your pantry for the achievement.
Man, that should be everything, I hope it helps! Let me know, either way. I hope I didn't just get one-time lucky, there are quite a few folks stuck on this from what I've seen.
thank you so much! I was honestly so surprised to see this workaround was only posted yesterday but it worked perfectly and exactly as you described. I wish the devs could fix it though since it's tied to an achievement!
An official fix is needed for sure, if not for the achievement but I'm (imagining/hoping) that the eggs just might be tied to their upcoming Dine-In DLC (but that might be asking a bit much from this game's scope).
