Unlocked Tiling Tool Locked Again
I've already finished the extra bathroom job, so I know for sure I already had the tiling tool unlocked.

However, when I resumed the job for turning Grandma's room into an additional bathroom and tool room, it specifically mentions putting bright tile on the walls, yet I can't because the tiling tool is locked again.

I've gone into the archives to restart the extra bathroom job and then the tool is available again but when I go back into the Grandma mission, it is locked once more.

And yes, I know I can buy a house to unlock all of the tools but still, as a new player to the game, that was quite frustrating to encounter since I hadn't gotten to the point where I wanted to buy a house yet.

You don't tile anything on that job which is why the tool isn't available.

Why does it say that she wants bright tiles covering the wall then?

Did I read that wrong?

I know this is an old post, but it's still frustrating. When making the bathroom here, I can see tiles on the wall I did not build, but as the above comment said, though I did the extra bathroom job so that I could tile, going back to this job does not allow me to tile the wall. I don't understand what the initial idea was, as tiling a bathroom seems to be the right thing to do. I try doing jobs that unlock new tools so that I can go to the other jobs and use them there.

I noticed that the same problem exists for the lawnmower. After you unlock the lawnmower, some jobs that don't require the lawn to be mowed, but which give you the opportunity to mow and weed the lawn before you go in the house will let you use the brush cutter but not the lawn mower.

Perhaps this is due to the earlier jobs not being updated to make whatever tools you have unlocked available, instead the tools available are only the ones that existed in the game at the time the job was created. (I'm assuming that all the tools were not designed first, before the jobs were designed.)
