There are different teams working on the different games. Content for one doesn't mean there won't be any for the other.

Frozen Way is the team working on HF1 and Frozen District is working on HF2.

HF2 isn't abandonware either, in fact there is an update releasing within the next 12hrs (from time of post).

No, HF2 recently released a seasonal update for Christmas. Frozen District is still supporting both games actively. Co-op DLC is scheduled for a 2025 release and it wil be a free DLC for owners of HF2 (please refer to the game store page on Steam for details).
