Can I build lofts, attics and basements in custom houses?

No, currently we can only do up to 3 floors and a basic roof

If you want a basement or loft you will have to modify an existing vanilla plot

In addition to what Nite said above: when House Flipper 2 comes out later this year, it will definitely let you build basements - this was shown in their February stream. The stream also showed adjustable roof building, so attics and lofts are probable.
