Report a translation problem
Very high places in the Farm DLC can be reached if you put up a reasonably deep shelf, grapple to the ceiling right above it and drop down. If using this method to painting the bits above windows, you might need to crouch.
I've never had any problems reaching high places in DLCs other than the Farm, even though sometimes I needed to get down from the scaffolding and move it left or right.
If you try to change the wall finish to the one that's already there, it wouldn't let you. Otherwise, it sounds like you are experiencing a bug.
I've had similar problems with the Farm DLC recently:
Once I wasn't able to panel or paint the bits to the sides of windows in the loft room of a house, probably due to them being next to a sloping ceiling;
And another time I was not able to panel the outside bit of the exterior wall, underneath the sloping roof. Later I've figured out that it was due to the roof of the new extension I've added, which was obstructing the original house. As the buyers don't usually care about the finish on the outer walls, I've decided not to remove that roof and leave everything as it was.
There could be one more reason: Sometimes it's not possible to paint/panel one of the outside segments, due to that section needing plastering on the Interior side of the wall. If in doubt, go indoors and check/test.
Although it's more likely to be a bug introduced by the Farm DLC, as SilkPenny suggested. Since some of the features of that DLC also apply to the base game, the bugs can sometimes carry over as well.
I have also noticed that the bugs I have mentioned are persistent, i.e, they don't resolve themselves when you restart the game. I hope they get fixed soon.
