Report a translation problem
Since you have started a new save, you have started a new game. I know for a fact that HGTV map jobs require you to complete 3 email orders before the map unlocks. The Luxury one requires 7. I'm not sure how many are needed to unlock Pets, but probably the same as Luxury.
Generally, I have found that the DLCs which use Map of Jobs assume that you have all skills maxed out. Tiling and Basic Painting skills perks are particularly important. The DLC houses are Big.
Ironically, if you Hadn't started a new game, the new DLC Maps of Jobs would have just added themselves automatically.
