He has very specific needs. I did it in the burnt house. Picked up the trash, didn't(!) clean, didn't renovate, put a toilet in the bathroom, but no shower and sink and put the items from the list in the guide I linked in the house. I also removed all the walls, exept of course the bathroom. He bought it. I recall, I even made a very small profit. But in the end I only wanted the achievement.
btw, in case, you didn't already noticed: the ranking on the left ist not random. The person on top will always win the auction at any given point in time! So if you want to sell to a specific buyer, do it, whenever they jump on top and don't sell, if someone else holds the topspot.
But back to the problem at hand. I went back to my other profile, to see what I did differently, when I sold to Chang Choi, and realized that I didn't sell all the furniture that was in the house, picked the weeds and installed radiators. But this time, this also didn't help.
So I bought more kids-stuff, because Tusk really doesn't like kids. That worked! He backed down and Choi changed first place with him after I bought a ball and a plushy (rabbit).

If you don't want or can't afford to lose money you can try to sell it with radiators installed. But if you only want the achievemt, just cut your loss, move on and never look back.
So in summary
The key for him is to keep things cheap and simple. No clutter items. Nothing unnecessary. Not too much furniture; he only needs 2 shelves to be content and you can skip a wardrobe and just give him a small chest of drawers. Make sure everything you buy for him is the cheapest in it's type except for the bed; a nicer single bed works better to lure him into buying a house than the cheapest ones.
Other tips for him that I've personally tested:
Make his bedroom a kid's room type rather than a bedroom type.
He's the only single adult who doesn't hate kid's toys so use that to push the others down the buying list. The big bunny works really well.
Remove all radiators.
Make sure the house has at least 4 rooms.
His 2 shelves don't need to be in the bedroom/study, just in the same room as each other.
If I would have to sell to Chang Choi again, I would stick to the plan and sell the burnt dump, as I already successfully did.

I've sold the Camping Bungalow to him before, but it was a tough sale. There's not a lot of space in that house for what works best for him (bedroom/study, bathroom, kitchen/dining, livingroom). On the other hand, the Connoisseur's House is too big. I sold that one to Chang Choi by doing up only the rooms that he really needed.
The easiest houses to sell him are the Burned House and the others around that size and price range, because they have enough space to fit what he needs while keeping the rooms small enough to not attract the attention of some of the other buyers. He'll buy them renovated, but it's not an easy task. Every choice of furniture has to be weighed very carefully.
The only real reason to sell to Chang Choi is for the achievement gained by doing so. Once you have that, it's more of a fun challenge (if you consider such a thing 'fun') to see what you can give him before he reaches his buying limit.
For anyone still looking for a solution: I just bought a house from the tech expansion, 'hacker loft', and I noticed the geek was quickly high on the list. I only had to sell some shelves to lower Dolan Trunk on the list and put a desk and bookcase next to a bed and he wanted to buy it! I didn't even clean everything.
Sadly I don't know exactly what I did because I wasn't focusing on selling to him, but I believe I cleared some trash, sold some shelves, and put the valia desk and 1 or 2 of the venne bookcases next to the bed upstairs. I hope this helps!
He jumped on top of the list for a moment, but was gone again quickly. So I tried this and that until I decided to "cut off" a part of the (now very big) room by placing walls (without a door). That did the trick.
It looked horrible, but I got the achievement 😅
With some of the buyers that are buy happy and outbid the buyer you are actually going for, the best bet is to just nerf the house by taking away things that makes the top buyer happy, until the desired buyer is at the top of the list.
I recently, some months back got him to buy a house, but it was a complete mess by the end with all the tweaking I had to do to push other buyers out. It wasn't a "nice" house by any means, but at least I got the achievement.
