If you're using items from the workshop, they may not be categorised to change room types, or register in the game as certain types of item. Creators can choose what tags to apply to their items.
There are also a few non-Workshop game items that don't register in the game as the type of item they are.
Finally, sometimes there's a balance between two room types and you need to add more of a certain type of item to tip that balance.
For this particular room... I'd suggest first changing the TV set to one of the ones from the Electrical section, in case it's not registering as a TV (it's from the Halloween special items rather than the Electrical section and there have been other special items that didn't register for things like this before). If that doesn't work, it could be a balance issue. The armchairs and fireplace might be pushing the balance more into living room territory. Another toy or two should work if that's the issue.
Family Room:
