Report a translation problem
The base game comes with a certain number of houses that you are suppose to flip and sell. Sorry, but I don't remember the number of houses that come with it. On a whole, each DLC adds a few more houses that you can flip along with new items to put into your houses. The items range from flooring, furniture, light fixtures, etc.. The DLCs all interact well with each other, so once you get the DLCs, you can put them into anything that you have in the base game or houses from the other DLCs that you own. Each DLC, though, has aspects to it that may or may not interest you.
For instance, if you are wanting to decorate your yard, you will definitely need the Garden DLC. Without that, you will not be able to mow the grass in the base game. This DLC allows you to put up a deck, outside pools, plants, or lay pavement slabs and/or gravel. It also allows you to lay sod. I find this DLC important to finishing a house before selling it. To me, the house isn't complete without the grass being cut and, at least, some flowers put outside to liven up the place.
If you want to build your own house, then you will need the Farm DLC. This is the one that adds the tool allowing you to build your own house. It comes with a lot of farm animals and things along that line. I find the animals really cute in this DLC, but it also seems to have the most bugs. The animals sometimes don't interact as they should or items (such as their food or water dishes) will stop working properly. At the moment, I'm planning on building a new home/office and getting rid of most of my farm animals. While they are cute, they're not worth the trouble to have for the most part in m opinion because they bug out too much. I may keep just one or two and see if that works better. That being said, this DLC is worth getting just for the ability to build your own house. So, despite its bugs, it is one of my favorite DLCs.
If you want luxury items, then you will need the luxury DLC. That offers the most expensive houses and items for the house. You can get things like indoor pools (although they can be placed outside as well) with this DLC. This DLC also allows you to renovate a few pieces of furniture. Personally, I liked the idea of renovating some furniture, but didn't see it worth putting in the game in the end. You are only able to to this to a two or three pieces in some of the houses in this DLC. For what little you can do with it, it seemed like a lot of work to put into the game for little output. Maybe that's just me, though. I thought it would be great if they offered a DLC that was just furniture that we could purchase and renovate to place in the houses. Then tha part of the DLC might be worth it, but not as it is. Ignoring that part of the DLC, though, it is nice to have some luxury items and homes to play with.
The Pets DLC is nice in that it allows you to have pets. I enjoy taking my dog with me to the jobs that I'm working on and I enjoy having some other pets at home when I'm there. Supposedly, the dog (or some breeds, at least) will help you dig a hole to plant something. I've not figured out how to get my dog to do that yet. Maybe it has to do with the breed. He will hold the paint can for me, though. If you don't care about pets following you around, though, the DLC offers more "pet" related houses and items for the house. Not everything screams "pets" in this DLC, but that is the main theme.
The other DLCs mostly just offer new and different houses and items for your houses. The HGTV DLC seems to have houses that are a bit more expensive and bigger than that in the base game, but nothing too extravagant like in the Luxury DLC. It also gives you houses that are near the water which is a nice change from the base game.
Personally, I don't think you can go wrong with any of the DLCs. They all interact well with each other and it is nice to have more options when buying a house or putting things inside of it. If you are limited, though, in getting only some of the DLCs, I'd recommend the Farm and Garden ones from what you've said you'd like to do. Without the Farm DLC, you will not be able to build your own house and without the Garden DLC, you won't be able to do anything related to the yard or garden. Also, the Luxury would probably be your next choice since you mentioned wanting luxury items. The Workshop does have some items that you can download to use in the game, too. Many of those items are nice and work well with the game, but there are some that can cause issues with your game to not run well. This is particularly true if the file size is too big. Also, having too many Workshop items downloaded has caused some issues for some players. I don't know if there are any items in the Workshop that would work for what you consider "luxury" items, so the DLC might still be your best option.

You want to build your own house, that means you must own the farm dlc (to have the architect tool among other tools).
You want a thick garden, that means you must own the garden dlc ...
So you've probably figured out that with every dlc, there are tools to win ...
And with every dlc, there also are skills and houses to win.
Results: you'll have to do ALL the mail and maps jobs to have all your skills, tools and properties available.
But doing a job will give you the opportunity to buy the house/ land just once.
To be able to buy and sell all properties at will, you first have to sell all houses once (from main game + all the dlcs you own - except the one you are using as office).
The houses by dlc + base game :
Base 34
Apocalypse 4 (free DLC)
Cyberpunk 3 (free DLC)
Farm 16 (DLC) - 5 completely empty
Garden 3 (DLC)
HGTV 10 (DLC)
Luxury 15 (DLC)
Pets 12 (DLC)
Total 97
And of these 97 properties, only 5 are completely empty (with no pre-existing house so you can do what you want) - in Farm dlc.
That means they all have a "farmer look" = yellow grass (green not possible) view on rivers, fields, windmills, trees, hills, ...
For the rest, houses with the "architect" tag (top left) are editable, the others are not.
And with the editable ones, you'll never be able to destroy the original exterior walls (just add rooms around them and work with arches for openings).

You must buy/own a dlc Farm house/land to have full access to the building tool and stairs.
Reason may be since the other dlc houses havn't been updated yet.
