Water pump bugged

I swear ive done everything i can to get the water pump to working for 'In deep water" and the flooded basement mission but it wont work at all. I think its bugged? i've restarted my game, restarted the mission twice, ive followed videos on youtube, ive look at other discussions, i started other missions then went back to this one and i absolutely cant get it to work at all. Im not sure what to do but its sad that i cant continue with the farming DLC missions without passing this one.

Have you tried walking in the basement, in the water? Finding the right spot to get the option to use the pump isn't super easy/intuitive. It's under the water a couple of steps off the stairs.

You also need to repair the fuse box at the top of the stairs to the basement
