How do you access ladders & scaffolding?

I bought this a couple of days ago and it's the most relaxing game ever. I'm painting the outside of my office and the game is prompting me to use ladders, but I can't find out how to access them. I know I'm probably missing something really stupid but I've tried all the menus and the store.

It's not in the game yet. I belive it comes in the garden DLC

sorry, you are saying that all these hints and subtitles saying "i should probably use scaffolding or ladders to reach this" isnt even possible?

they are in the game. i had to use one the other day to replace wall panels outside the house (top part). just can't remember where in the store though...

they are not a tool which is weird. you use it and just sell it after you're done.
