Is there a way to restart but keep my perks?
I've gone through almost all the properties but would like to keep making different designs, especially now that you can move fixtures (which wasn't a thing when I did the first bunch of houses). Is there a way to "unsell" or reset my houses without losing all my perks and having to unlock it all again?

If not there really should be a way to reset the houses so you can keep playing without resetting your actual character.

Once you've done all the missions and sold all the houses, free play mode is unlocked. You also get an achievement.

You don't need to do all the orders, actually. Just sell every house.

You can just buy them, clean them up, then immediately resell them for a slight profit with only a few minutes turnover time for each... or if you don't want to spend the time, you can literally just buy and instantly resell them, taking a few grand loss each time.

Once you've sold every house (aside from whatever one you're using as your office) you unlock Free Play mode. You can now buy every house, or even multiple copies of the same one if you'd like.

If you want to keep your perks you can always edit them back into the game. But it takes a bit of coding but not much.

Make a backup before you edit the files.
What worked for me in windows (windows 10) is this:

1: Go to "This PC"

2: Search for "house flipper" in the search bar and click the folder that says:

"House Flipper Game" with the description on the right of it reading "C:\Users\*your name*\AppData\LocalLow\Empryrean"

3: Click "Profiles" and click the whichever slot you saved in game. Mine is "Profile 1"

4: Open "PlayerProgress" DAT file (Not the backup) with notepad or a coding program.

5: press CTRL F and search for the word "Mason" (Or other perk names). Once you do you will see a number right next to it on the right. Change that number to 0 and your perk should reset!

Extra: You can do this for all perks if you like. Just search the name and change the number from 0-3. 3 being the max level for that perk. You can even take a look around the code to see what else you can change just by editing the numbers, although be sure to make a backup.

the email missions are actualy more fun for me (I finished all of them to close to 100%) the ones I didn't get 100% on were bugged such as missing a piece of trash that must have fallen through the map floor or something cause I couldn't find it
