Anyway, I always strip a house completely, paint/panel and lay new floors. When I get sick of the buyers complaining when I start selling the junk furniture, I let them keep it. Complaining will get them nowhere with me. They can keep the old crap. Until the team change how buyers are (and for DLC furniture to count for buyer needs), I will only do basic furnishing and decoration.
I only change the outside paneling if it looks very bad, or in some cases missing (like not fully painted etc).
If you don't have at least one of these key rooms, the buyers wouldn't pay much. On the other hand, even a commercial property can be profitable if you squeeze in rooms with these 4 tags.
2. If the house has only the 4 key rooms, or even has some of them missing, it's cheap.
If the house has only one or two rooms in addition to the 4, it's inexpensive.
As above + built- in wardrobes and en-suite bathroom = middle-class.
Middle class + multiple reception areas, balconies, dressing room = luxury.
If the house is cheap, save as much as you can; inexpensive - don't buy any expensive stuff. Middle-class - you'll be ok if you don't buy 1,000 USD furniture pieces. Luxury - safe to spare no expense.
3. No buyer explicitly asks for new furniture or cares about paint, inside or out. However, there are probably hidden algorithms affecting the price. So it is best to paint any discoloured/scratched/uneven walls, and replace any discoloured/scratched furniture/doors/floors.
4. Tips: for the 2 cheapest categories:
Paint the outside rather than panel. When painting the outside, stand on a paint tin - to reach higher and avoid buying a ladder.
Make a tin of paint last longer by painting one strip at a time. This way, a small tin is enough for 15 sq. metres, a medium one for 30, and a big one for bigger rooms or outside walls.
In the cheapest category, paint the bathroom walls instead of tiling them,
Sell plumbing systems (particularly radiator ones) to save money. You may even sell some windows.
5. Put in additional rooms where you can, especially in basements/attics. Extra bedrooms and bathrooms are particularly valuable. Use upper half-walls to subdivide big rooms where a full wall isn't practical.
Make sure everything is clean and there is no dirt on the map.
You can easily get +25% of value with minimal effort garden contest if you have Garden DLC, choose american garden and put down swimming pool, grill, two sun chairs, table and sofa and put down at least 20 of those cheap solar lamp balls. Make sure to move the lawn too when you are doing this.
