Right now, you can only destroy the internal walls of the houses, not the external ones. So you can change the layout, but not the total area of the house. You can also paint the walls inside and outside, install radiators and bathrooms, paint the ceilings, change the floors, furnish... There's also a choice of wallpapers, tiles and wall panels, some of which look like brick.
House Flipper is a game, not a design tool. You do some email orders, which are like a tutorial, use the money you earn to buy the cheapest house, renovate it, sell it at auction, buy a more expensive house, repeat. The purpose is to try and make a profit on each house you sell.
Despite that, HF is probably the best game if you are interested in designing interesting interiors. There's a lot of decorating options, especially with expansions. Builder Simulator lets you build, and even design a floorplan, but there aren't as many creative options. I suggest you buy the House Flipper and Builder Simulator bundle, if you can afford it.
But I was in the same situation (renovating irl) and I used "Sweet home 3D" which let you use your house plan (blue print) in PDF to recreate your own house and offers a lot of textures and furnitures to personalize it. Be aware that "Sweet home 3D" is NOT a game - it is a tool for designing houses.
Edit: Oh, if you like designing gardens (too), I would also recommend House Flipper (Garden DLC!) over Builder Simulator...
