Pet DLC Locked

Hi,
I've bought the pet DLC but its still locked on my menu.
I have been playing this game for a while but stupidly decided to start a new game (not new profile so I lost all my previous progress). When I open my menu, all tabs are available, luxury Fl, Garden Fl, but my Pets menu is locked.
Ive been working my way through the beginner jobs and bought and sold 1 house but no matter how many jobs I do, 'Pets' are still locked. Can anyone help me?

pets dlc would un;ocked after completing some luxary jobs

The locked pets menu is Morgans Pet Care you have to do the first pets clients job in the Map Button to unlock it

You have to do a certain number of regular jobs before the Pets DLC unlocks, then you have to do the first Pets DLC job for Morgans Pet Care to open up, after that you can adopt pets.

I had to fiddle with the game files in order to fix an achievement bug, but now the pets dlc is locked even after redoing morgans twice...what do i do ;-;

Verify the game files for the game from your library.

Fiddling around with game files is a bad idea.
