Try to monitor your CPU / GPU usage during gameplay and see if something weird pops up there.

Thanks for your suggestion.
In game (in your starting Office):
CPU = 6% usage approx
GPU = fluctuates between 10% - 25% usage
Those don't seem to be bottle-necked in any way.. And FPS was 16 in the starting Office.
Are there any diagnostics I could run? I would really like to play this game.. but at the moment it's basically unplayable.
Hi haohan00 , you could use the msi afterburner overlay while in the game and that will tell you what ur cpu + gpu are running at.
Do you have gd airflow ? so ur cpu gpu are not over heating.
And does it only happen in this game ?
I had to reinstall windows last week and my fps dropped but for some reason my power options were set to power saver mode then i just reset it to performance then everything was ok .

I can't seem to get more than 18fps with any combination of settings. This only started after a few of the more recent updates. My CPU and GPU say they are only using 6-8% during the game, neither are thermal throttling.
I get expected frame rates in various other games however, the only one I have an issue with is house flipper.
I have tried (with no success)
-Updating various drivers
-Updating motherboard bios
-Uninstalling/Reinstalling the Game
-Deleting all associated files, then reinstalling the game.
-Changing NVIDIA Control Panel settings
-Changing windows power usage profiles
-Changing all combinations of Game settings
-Running the game in DirectX10 version (as prompted on startup if DirectX11 version doesn't work)
None of these have changed my low FPS problems which is very frustrating. Hopefully this thread will expand and we can get some help.
The game runs great on my husbands PC even with the newest updates. He is running a bit newer hardware but I'm not sure if the issue is that easily addressed as buy a better PC :/
Not a entirely new PC, you can just buy a new board, chip, and ram, and use the same case you have, power supply, GTX 1080, SSD, etc to it, your current CPU is simply bottlenecking your GTX 1080, I use to have my GTX 1070 on a Core i7 2600K with the same issue, the performance difference was huge when I switched my GTX 1070 to my Ryzen.
don't waste money on a RTX 3000 card either, they are still way too overpriced.
Malafor - Yes, I monitor hardware temps constantly even outside gaming, and there weren't any issues. This is the only game it happens in, and I've checked I'm on "High Performance". Thanks for your suggestions mate

Nite69 - The only thing is that MyMidnightMelody mentioned her game was working fine before an update. So I think that makes it unlikely to be an issue with hardware limitation?
well I was dropping to the 30's in some parts of house flipper before I did my upgrade (this is just in base game before luxury DLC was out) long while back so she still should get off that 4790k its almost a 10 year old chip now, especially since Luxury DLC is more demanding
I updated windows yesterday and suddenly I'm back to 30 and everything is fine now. It's literally the only solution I've seen work for some reason.

Well the problem has been completely fixed for me, I use CITRIX for access to work emails and other work related sites from my home computer. Turns out for some reason it was causing my issue with House Flipper and for some people it affected other games. I will link the reddit post that was what helped me out. But basically I just uninstalled and reinstalled it and somehow that fixed it, I'm now getting over 100FPS with full graphics.

That 100fps is more then likely an empty small house right? You won't get that when you start getting alot of lighting and furniture put in with the bigger houses I garantee it
