As far as I know, the DLC are added automatically when they are downloaded. I know that is how it worked for me. I noticed that when you click the DLC button in the game menu, it showed the DLCs and there was a check by the ones that I own. I've heard some mention disabling DLCs. I assume that if you click on that check that they would then be disabled, although I don't know that for sure as I haven't tried it. Have you looked there to make sure the DLCs that you own have that check? If not, I would try checking them.

Yep.
For me the DLC was downloaded with the game. It shows up in game as the map missions and on normal email jobs with extra tools.
