Report a translation problem
I've bought House after flood many times and know this.
So the wall you're painting may just be dirty and have water marks.
The walls on the outside require plaster as well.
Is this one of the houses from the original HF?

As for the dirty wall remark. That may be true as that was essentially the only thing I saw wrong with the walls but the game stated that before I could paint a wall, I would need to plaster it which I didn't do beforehand. Yet I was still able to paint over it as if it were a normal wall but still had to ability to plaster said wall despite it already being painted.
Plastering it didn't remove the paint or anything so it does still work but the fact that I was able to paint regardless of the notice made me wonder why or if plastering mattered.
