what counts as an office?
I was remodeling a hose and one of the buyers said he wanted an office. SO i made one room an office with everything an office may need. A desk, chair, bookcases even a computer. It never counted as an office though. What am i missing?

Try adding a rug or a sofa.

What Heather said, and also it may depend on what dlc the furniture comes from. Apparently the buyers have trouble recognizing things from (at least) the Luxury dlc. Like, double beds and bookcases not "counting". Gave Dolan a couple of Luxury bookcases, and he still complained he didn't have anywhere to put his documents.

and office can contain
desk (important)
office chair
Bookcase
carpet
hanging shelves (like the L-shaped) or bookcases (i guess 2 of them minimum)
armchair / sofa
Desk Lamp
Picture on the wall or on he desk
Monitor keyboard and mouse

Also office bookcase will count as 2 bookcases

Mandatory for office:
-Monitor
-Bookcase OR Office Bookshelf
-Office chair
-Carpet
-Desk

lamps, armchair/sofa etc. are not required as previously mentioned.

Carpets are triggers it seems, its the same for other room types.

I've made offices without computer stuff. Also had the room change to office when I place an armchair in it. I might be remembering wrong, though.

To be fair , there are a notable number of bugs in the room classification system. I had one house where a room with nothing but a bed was showing as a 'Multi functional room' instead of a bedroom. I tried everything including removing/selling EVERY single item in the room and starting from barebones, but no matter what it just said multi functional room. :/

Yes, I've had that also. That was one annoying problem! I think the classification system needs a bit of a makeover, along with furniture not being tagged properly. And the buyers too, I'm hoping they will do something about those.

Exit the room and re-enter.
The room names occasionally bugs, and walking out of the room and back in updates it.
