Garden Steps.
What is the solo purpose of the garden steps?

(A) I can not get them to stack on each other.

(B) I can not place anything on them?

Am I doing anything wrong?

I presume you have tried that already.

It could also be a bug in that spesific item, and other steps work. Thuogh I do think that's bit of a long shot.

they do stack, At least the smallest does.
You can also place paving slabs on top of them, although it's more than a little sensitive of it's positioning.

You can place bridges over to/from them How ever, you do need to stack them in the middle of where the bridge goes, and place the bridge over that stack.

They how ever are sensitive to their orientation so that might cause some difficulties on using them so that there isn't any gaps.

I made a little display on my office back yard, and took a picture to show, but I'm getting error message right now... I'll upload it bit later today and link it to this thread.

I tried to stack them and I can not get them to stack. I can not place anything on them also. So I am confused. I am going to record and up;pad the video maybe you can see what I am doing wrong. Might take some time to upload. My net is run by hamsters.

On left. Bridge on top of stairs. (Had 2 stacked where the bridge is, placed bridge on them, and then placed the stairs on end, and deleted the steps from middle.

Behind, smallest steps (1 step high) stacked 5 times

In front, 3 high steps, and platform of 3 times stacked 1 step high behind them.
On those 3 stacks there is picnic table, Grill and paving slab

This Video shows what I get trying to stack them.

Thanks for all your help. I finally was able to do it. I had to use the ones that look like concrete.
