As MizMeow has said, there are 2 main modes to the game - the email orders and the purchasable houses in the "Browser" section.
In email orders, you are given a specific list of tasks. Once you complete them, you get paid. Eventually, you earn enough money to buy your first house from the Browser. There, the task is to renovate the house and auction it off to one of the preset buyers, hoping to make a profit, then buy the next house and repeat.
If by "creative mode" you mean "The opportunity to do whatever you want using any of the tools and items available to you", the Browser houses are exactly what you need. However, the email orders act as a tutorial. The HGTV and Luxury DLCs require you to complete an order first before you can buy the corresponding house.
The things you can do in-game include cleaning, painting walls, tiling, plumbing/appliance installation, furnishing, as well as building/demolition of internal walls. I personally, quite enjoy working within the confines of the "footprint" of the house. The Garden DLC adds gardening.
Window installation has been added to the game recently. The latest trailer for the upcoming Pets DLC, showcased in the latest dev stream, confirms that the ability to install external doors and paint ceilings will be added, hopefully for everyone and not just DLC owners. The Farming DLC, coming after the Pets one, will allow the building of extensions and garages. So if building is a vital component for you, wait until the Farming DLC comes out.
Overall, I've had hundreds of hours of fun with the game already and can wholeheartedly recommend it in its current state. It's involved enough to be immersive, but not so realistic that it stops being fun.
