Basement question

It is possible to build a new house with a basement in this game, im a new player.

Afraid not, its about renovating what is already there. We can't touch the outer walls or build additions to the houses, including basements and second floors (as we can't build stairs either)

Well now with the farm DLC, you can build your own homes, along with a second floor to boot. Sadly there isn't a basement tool as of yet, hopefully it will come in the future.

But yes, with the Farm DLC you can build your own home. Hope that helps.

You'll have to wait for HF2 for basement building

Well, we used to not be able to build building or expand houses, & they said it would never happen in this game & would just be for the sequel, but then it happened anyway. So cross your fingers, maybe someday it will come with a new expansion. I'm thinking that just because a sequel is on it's way doesn't mean they'll never make another expansion for this game, just like they occasionally keep adding new content to old DLC.
