lost full screen, can't maximize window

Screen opened at 1/2 size & wont change bk. Was at a friend's & went to play the game, no internet. Sm screen popped up w/ that inf & asked if I wanted to continue. Yes. (I've played Steam games offline before, no big deal) Only it opened weird. Like curtains pulled partway across a window, the window is the same size you just don't have the full view. This is the same. Ex: opening the store, you can only see & access the central portion. Does anyone know how to fix this? I've already uninstalled & reinstalled it. zip.

:/ it didn't work. screen flicked to full size for an instant & then reverted back to 1/2 width

:D yay, it works right again! Followed the July pin re bugs, crashes....
Everything was fine so next time I opened it to play I ran it on the DirectX
