Just cleaning?

After doing the jobs and achievement houses, I have been cleaning each house I bought and furnishing at least 1 room before selling. Would it be okay to just clean and radiate without furnishing if I want to get the Finished achievement?

To get that, all you have to do is sell the houses. You can earn more money, if you do more work like furnishing and you might need that, for the more expensive houses, but to get the achievement all you have to do is sell them.

It seems I also need to sell the DLC houses to get both the 30 AND Finished achievements.

Yes, all of them, including the 10 HGTV-houses, you have to unlock by doing all the HGTV-jobs, if you happen to own this dlc.
