Also you can completely gut out any of the houses & change the arrangement of any interior walls. If you look at the mini-map, you can see exterior walls are 2x wide, & these cannot be modified, but any interior walls are only 1x wide, & can be modified.

No, it wouldn't be house flipper if you are building from scratch, that defeats the purpose of the Game Name
The Game Engine wouldn't be able to handle from scratch builds anyway, the Luxury DLC already is showing signs of this, I have dropped to 35 - 40fps on fully furnished big houses and thats on a Ryzen 7 2700x, 16GB ram, GTX 1070 at 1080p with max detail
The ability to build our own houses, or even extend existing ones by more than 1 room (like a conservatory or a small attic) will entirely confuse the pricing system. That's why it's not possible in House Flipper
