Can't Clean Windows Fully

I am trying to complete all of the email orders at 100%. What is stopping me are the jobs for Anne Denis and Mat Marlowe. In both cases, there are a number of windows that are required to be cleaned. And, in both cases, there are one or two windows that can't be cleaned fully. When I go to clean them, there are places on the window that won't clean no matter how I pass the tool over the area.

I've searched the discussions and tried everything I can think of, but to no avail. Any ideas on what I'm doing wrong?

Any help would be greatly appreciated.

The part that I can't seem to clean is most visible at the top of the window.

I have the same problem, it's a bug I think.. I have to get out of window cleaning using escape, the window is than clean but it doesn't count, walk out of the room and back and presto it counts as clean.. Only problem is that when you save the game and go back the windows are dirty again, so keep the windows as the last thing to do..
