The screen shoots are soly handeled by steam, the game has 0% influence on that.
If the overlay is enabled then programs like e.g. autohotkey might redirect the hotkey to do something else.
Yes it is enabled, i checked all that stuff first thing.
Yes it does.

And you are 100% sure that the game properties look like this:

Yah i remember a while back my screen shot stopped working in Rising World for a while and then it worked again. It might be a Steam thing and not the game. Was just fishing here to see if anyone else had issues with the screen shots. Some times you can get answers and resolve issues with others input.
Although upon writing this I realized it also can be in your case a driver issue.
Try updating them all ... maybe it helps ... maybe it makes matters worse (e.g. not all nVidia drivers are as reliable as they should)

I just got back on, I had installed Win 10 over my Win 8.1 Pro. 8.1 Pro worked great and after i upgraded to Win 10 my machine was just trash, no matter what i did it just didn't work properly.
So it might of been my machine. So it is running so much better now due t the fact i just did a clean install, did all Win 10 updates, updated all drivers and then i installed all my apps. Now I am just trying to link my games to steam which are on a different hard drive, not having luck even though i picked the drive where they are they still won't appear in my Library, afraid I will have to redown load all of them and that is painfull.
try restarting steam after adding the drive ....
Unless steam did delete the appmanifest_[somenumber].acf files
Yes my friend, thank you. It didn't show it was in the folder until i was in library and clicked download oneach game that was already downloaded. It just ran a check on the files which took less then a minute and then it appeard in the lbrary.
