It was after hours.
The game just did it again but after some thinking it may be intended behaviour this time.
In the original instance, when trying to control my character after work, nothing was happening. Tried selecting their portrait - nadda. I then jumped to them. They were stuck at the Market with their work Cart. Unresponsive.
This second instance work ended while they were hauling a Cart to the Market. They are also unresponsive here but arrive at the Market and then return successfully to the Farm where I am given back control over my character.
I assume now that the second instance is intended to allow the current task to be completed. However, in the first instance this broke somehow.
I'll send both files.
Once I get the save I’ll take a look.

For me it was at my homestead. I was using my ox cart to haul lumber to far out locations and sent the ox cart back. When I returned to my homestead on my horse my cart and a couple NPC's and one of my carriages were stuck at the entrance. It looks like what's happening is my cart is entering one gate of the fencing while the NPC's enter a different gate and trying to exit where the ox cart is trying to enter from (taking a short cut through my property). When moving my cart it still left NPC's stuck. Saving and reloading did fix it though.
