Can you murder people in the game?

I noticed you can have your thugs from the Den attack people, but it is possible to kill people in this way?

My character recently ended up married to an NPC that was past their prime and unable to provide any more heirs. I thought I would try to have them killed by my thugs, but it seems the attacks only go so far as a kit or two and then stop.

It is possible but people will flee before they die, unless it’s their job to fight to the death (solider, etc).

You could poison people instead.
