As for life styles raising health, I believe they gradually raise it by that percentage - similar to how diseases gradually lower by percentage.
Whearas in, say, Plague Inc. you have to wait for the disease to spread (even though symptoms of that one disease somehow develop simultaneously across the board), in Bio Inc you have but one patient...and multiple diseases can spontaneously develop. "I'm sorry, you somehow picked up swine flue, syphalus, Lupus, a diseased liver and kidney failure all within the span of one day.
Ultimately, more balance needs to be brought - especially with multiplayer on the horizon. It's reasonable for health to be a bit of a 'hard' mode, but there NEEDS to be more counterplay. Maybe add in some time for each 'disease' to take effect, similar to how they have to wait for a diagnosis. After all, just because they failed a diagnosis doesn't mean they won't get that disease seconds later...
