-Use giant tarp on helicopter than duct tape it.
-Use Wooden boards on windows
-Use copper Wire on Chimney to make Lighting rod
-Dig ditch outside of base
That's the only other thing the game checks for so yeah it's probably that.
There is a scenario with the army at the diner. I can't remember what triggers it, but at some point when you are going toward the gas station, you will get a message that new tracks are on your map. I think this happens after you've been to the office and lodge. When you see the message, go the diner. You will find the army there. Talk to Sarge and the soldier behind the diner till you trigger both the stormcatchers and the bandage and alcohol quests. The bandage is in the RV camper's first aid kit. The whiskey is at the lodge and so is a revolver and bullets for Sarge.
It's a aasic rule of working with electric stuff, follow it in real life as well!
