Assist Falkreath and Hjaalmarch Bugged [SOLVED]

I'm trying to do these quests so I can purchase land but they aren't functioning at all. NPCs that should offer quests that count toward the assists simply don't have that dialogue available. Doing bounty quests also doesn't do anything. USSEP is installed.

I've done the Dark Brotherhood missions and I understand one of those where you kill (I think) one of the Falkreath jarl's men can cause issues. I've also completed the civil war on the Stormcloaks side and I understand that can cause issues. In both cases I tried console commands that either were supposed to set the quest stage or relationship rank or in the end just complete the quest--none of those did anything. Most of them said a parameter was missing but the ones that did seem to "work" didn't actually do anything.

The quests are both started in my quest log. One is at 2/3 and the other I think is 2/5. Any ideas on what I can do? My ultimate goal is just to be able to buy the land to build the houses for the achievements. I've put enough effort into trying to do these legit. Would prefer not to try to find a much earlier save and work from that just for this but that feels like the corner I'm backing in to.

[SOLUTION] The following console commands cause you to buy the land as if you had spoken to the appropriate steward, removing the gold and everything. I entered these for the properties I was unable to advance the quests for and it worked just fine.
