how to install mods correctly in SKyrim VR?

In general, I installed 31 mods through Vortex (the collection was tested by another player and is aimed at improving the VR experience in Skyrim). I also installed all the necessary secondary mods without which the main mods do not work. I followed these instructions: find the SkyrimPrefs.ini file, locate the [Launcher] section, and set bEnableFileSelection=1. If it’s set to 0, change it to 1. If the line is missing, add it under the [Launcher] section.

However, I have files named SkyrimPrefs.ini.baked, SkyrimPrefs.ini.base, and SkyrimPrefs.ini. I added the line [Launcher] bEnableFileSelection=1 in each of these files. I tried launching the game through skse_vrloader, through Vortex itself, and through Steam, but the mods still don't work. There is no mods settings tab in the game menu (not sure if it should be there). The game and mods are installed on the same drive. Vortex does not show any conflicts among the mods.

Can anyone suggest what the problem might be and why the mods are not launching?
